DWP partners with Sparta Global to bridge geographical digital skills gaps, and inject fresh, diverse perspectives into its regional hubs.

As the UK’s largest public service department, the Department for Work and Pensions (DWP) handles welfare, pensions, and child maintenance policies for around 20 million claimants and customers. To keep this massive operation running smoothly, DWP is building one of the most advanced and complex digital networks in Government, ensuring its 90,000 colleagues have the cutting-edge digital tools and applications they need to support citizens daily.

However, building a next-generation network requires an exceptional influx of technical talent. While recruiting and retaining tech professionals is notoriously difficult in London, the DWP faced an even steeper hurdle: a critical shortage of data talent in key regional hubs like Sheffield, Blackpool, and Newcastle. This lack of local availability threatened to stall major digital progression across the department. To bridge this geographical skills gap and inject fresh, diverse perspectives into its regional hubs, the DWP partnered with Sparta Global.

Recognising that traditional hiring methods weren’t yielding the necessary results, DWP collaborated with Sparta Global to tap into motivated, workforce-ready individuals.

Sparta Global delivered a tailored solution that directly addressed the department’s specific technology stack and location pressures:

  • Targeted Regional Training: Emerging professionals were equipped with robust skills through Sparta Global’s AI & Tech Institute, with training designed to ensure they could hit the ground running on day one.

  • Strict Public Sector Compliance: Every consultant put forward was thoroughly screened to ensure they were fully eligible for Security Clearance (SC) – a mandatory requirement for operating within DWP’s secure data environments.

  • Continuous Progression Support: To ensure long-term success, the partnership introduced a mature delivery and support function. Each consultant was paired with a dedicated Engagement Coordinator from Sparta Global to actively manage and support both their personal and professional progression.

The phased deployment of these consultants – known as “Spartans” – has successfully revitalised DWP’s regional digital teams. Since the first deployment in February 2022, the collaboration has delivered highly positive outcomes across multiple critical departments:

  • Data-as-a-Service (Sheffield): The partnership kicked off with a successful initial deployment of Spartans working simultaneously on-site in Sheffield.

  • Integrated Risk Intelligence Service (IRIS): Building on that initial success, more Spartans were onboarded into the IRIS division – split evenly with four joining teams in London and four in Sheffield. Later deployments also expanded IRIS capabilities to Blackpool.

  • Universal Credit Data Science (London): High performance led to additional data specialists joining the specialist Universal Credit Data Science team in the capital.

  • Digital Health and Disability (Newcastle): By the close of the year, the talent pipeline expanded to Newcastle, embedding committed technology professionals into vital health and disability services.

The DWP has now successfully embedded highly skilled, SC-eligible data talent into multiple regional operational hubs with zero onboarding friction, generating fantastic internal feedback.
