The first duty of any government is to keep citizens safe and the country secure. For the UK Home Office, delivering on this fundamental responsibility – spanning crime, policing, immigration, and border control – requires a cutting-edge digital strategy. At the heart of its operating model is a Digital, Data and Technology (DDaT) function focused on scale, innovation, and emerging technologies.

The Challenge:Over-reliance on contractors

In 2018, the Home Office faced a severe workforce imbalance. Its DDaT capability was heavily skewed, consisting of just 25% Civil Servants and 75% outsourced supplier staff. Competing with the private sector for high-demand digital skills was an uphill battle, compounded by rigid public sector salary caps and rigorous recruitment processes.

To regain control of its intellectual property, reduce recruitment costs, and build a sustainable, diverse internal talent pipeline, the Home Office needed a strategic partner to complement its existing apprenticeships and Fast Stream routes. They turned to Sparta Global.

The Solution: A Six-Year Strategic Talent Pipeline

Sparta Global delivered a robust Capability Development solution, deploying highly trained emerging tech professionals – known as “Spartans” – directly into the Home Office’s DDaT teams. Over a successful six-year partnership, Sparta consultants completed a staggering 18,570 combined weeks of assignment work.

Crucially, the model was designed with long-term retention in mind, allowing the Home Office to seamlessly convert these consultants into permanent Civil Servants after their initial deployments.

The Outcome: Driving Scale, Retention, and Social Value

The collaboration has fundamentally transformed the Home Office’s technical workforce:

  • Workforce Rebalancing: By 2024, the department successfully shifted its DDaT capability to 40% Civil Servants and 60% outsourced staff, successfully addressing the critical imbalance.

  • Exceptional Permanent Conversions: Sparta Global has already converted 190 consultants into permanent Civil Servants – equating to roughly 8% of the internal DDaT workforce. With another 60 consultants in the pipeline, Spartans will soon account for 10% of the entire permanent DDaT function.

  • Substantial Social Value: For every £1 the Home Office spent with Sparta Global, the partnership added £1.50 back into the economy, delivering a total of £35.4 million in social value.

By cementing Sparta Global as a core pillar of its early careers strategy, the Home Office has successfully reduced its reliance on expensive external suppliers while building a highly capable, diverse, and permanent digital workforce for the future.
